The CFTC's No-Action Letter 26-19 opened an 18-day window for Coinbase Derivatives and Bitnomial to convert perpetual-style futures into true perpetual futures — the regulatory bridge completing what Kalshi's $1B-volume launch started. CLARITY Act passage odds slipped to 60% as Sen. Alsobrooks' ethics conditions remained unresolved and Senate calendar pressure grew.
